Dr Lai Wing Chueng Raymond received his Bachelor of Science degree from State University of New York at Fredonia.  He followed a MBA programme in University of Toronto, and earned his PhD Sc (Honorary) degree from State University of New York at Fredonia.

Before joining the Hong Kong Airport Authority, Dr Lai was an international banker for over 20 years in Corporate Finance and Capital Markets in Hong Kong and with overseas assignments in the US and Europe. Since August 1996, Dr Lai had been the Executive Director of Finance and Investment at the Hong Kong Airport Authority in charge of Finance, Commercial and China Business until he retired in July 2010.

Dr Lai was also the First Vice Chairman of Hangzhou Xiaoshan International Airport Co. Ltd., Chairman of Hong Kong Zhuhai Airport Management Co. Ltd., and Vice Chairman of Shanghai Hong Kong Airport Management Co. Ltd.

Dr Lai was a Member of the Finance Committee, Funds Management Sub-committee, Commercial Property Committee of the Hong Kong Housing Authority, and was an INED of i-Control Holdings Ltd.  He is a Management Board Member of Jao Tsung-I Academy, INED of China Xintiandi Co. Ltd. (a wholly owned subsidiary of the Shui On Group), a Member of the Audit Sub-Committee of the Hong Kong Housing Authority, a Council member and the Chairman of the Investment Sub-Committee of Centennial College, and a Member of the Board of Management and the Vice-Chairman of Finance Committee of the Chinese Permanent Cemeteries.
